Important Notice About 911 Emergency Calls
Please read this notice carefully before using D Line. It contains important information about how emergency calls work — and how they may fail — when using a VoIP softphone.
What D Line Is
D Line is a Voice over Internet Protocol (VoIP) softphone. Your calls travel over your internet connection, not over a traditional telephone network or cellular carrier. This distinction has significant consequences for emergency calling.
How 911 Works with D Line
You can dial 911 directly in D Line, with no prefix (no "9" is needed). Once a number's 911 registration shows as active in Settings → Emergency 911, the call goes out with the caller ID of that registered number and dispatchers receive the address registered for it. If the number you normally call from is not registered, D Line uses another registered number of your workspace instead, so dispatchers receive that number's address and a callback rings that number. If no number in your workspace is registered yet, the call still connects, but dispatchers may receive no address at all. Dispatchers do not receive your live position. D Line does not use GPS or Wi-Fi location for 911 calls. If the registered address is not where you are, the dispatcher will send help to the wrong place unless you tell them where you are.
How 911 May Fail with D Line
Unlike a traditional landline or cellular phone, D Line's 911 service can fail in ways that native phones cannot. Specifically, your emergency call may not connect — or may connect to the wrong dispatch center — in any of the following situations:
- Internet outage: If your broadband connection is down, D Line cannot place any call, including 911.
- Power outage: If power is lost to your router, modem, or device, D Line will not function. A traditional cellular phone continues to work on battery.
- App closed, crashed, or signed out: If the D Line app has crashed, is updating, has been force-closed by your device, or you are not signed in, calls cannot be placed.
- Suspended or expired subscription: If your workspace subscription is suspended or has expired, the D Line apps cannot place any calls, including 911. Desk phones may still work.
- No registered address or wrong address: 911 dispatch is based on the address registered for the D Line number used for the call. If no address is registered, or if it is out of date or does not match where you are (e.g., you moved or are travelling), your call may be routed to the wrong emergency communications center or help may be sent to the wrong place.
- No automatic location: D Line does not automatically determine your physical location for 911. Dispatch relies solely on the registered address and on what you tell the dispatcher.
- VoIP network congestion: High internet traffic or degraded network conditions can cause call setup to fail or audio to drop.
FCC-Required Subscriber Acknowledgement
By using D Line, you acknowledge and agree to all of the following:
- D Line is an interconnected VoIP service. It may not be reliable for emergency 911 calls. Service may be interrupted by power outages, internet failures, or other disruptions.
- A 911 address must be registered for each D Line number, in the D Line web app under Settings → Emergency 911. Your workspace administrator manages these addresses. The address must be kept up to date whenever you move or change your primary location of use.
- Even with a registered address, 911 dispatch may be delayed or routed incorrectly, and dispatchers receive the registered address, not your live location.
- You should maintain an alternative means of reaching emergency services — such as a native cellular phone or landline — at all times and at every location where you use D Line.
- You must inform all users within your organization of these 911 limitations before they use the Service.
- Davinci Tech Solutions is not liable for any failure of emergency 911 service resulting from internet outages, power failures, incorrect registered addresses, app crashes, suspended or expired subscriptions, or any other condition. You expressly waive any claims against Davinci Tech Solutions arising from an emergency call delivery failure.
Where to Register Your Address
911 addresses are set by your workspace administrator in the D Line web app at Settings → Emergency 911. Each phone number is registered at its own address, or at the workspace default address. If you are not an administrator, ask yours to confirm that the number you use has the correct address.
Moving and Nomadic Use
If you use D Line away from the registered address — at home, while travelling, or at another office — the dispatcher will still receive the registered address. Tell your administrator to update the address before you move or work from a new place, or be ready to tell the dispatcher exactly where you are. Where D Line has enabled location updates for your workspace, web and desktop softphone users are asked to confirm or update their current location periodically, and that location is then sent with their 911 calls; until then, dispatchers receive the number's registered address. When away from the registered address, prefer a cellular phone.
Mobile Apps and Location
The D Line iOS and Android apps do not yet ask for your location. Do not assume that a call from a mobile app tells dispatchers where you are. In an emergency, prefer to dial 911 from your phone's native dialler or another cellular phone.
Testing with 933
To check your registration without dispatching emergency services, dial 933 from a registered number. An automated message reads back the address registered for that number. Never place live 911 calls to test the service.
Administrator Notifications
When anyone in your workspace dials 911 (or 933) from D Line, your workspace administrators are automatically notified by email and in the app, as required by Kari's Law. Make sure your workspace always has at least one administrator with a monitored email address.
What You Should Do
1. Make sure your address is registered
Ask your workspace administrator to register or check the address for your number at Settings → Emergency 911 in the D Line web app. This is the address dispatchers receive when you call.
2. Update the address when you move
If you change offices, relocate, or frequently work from different locations, have the registered address updated before placing calls from the new location.
3. Keep a backup phone charged and accessible
Always have a native cellular phone or landline available. In a life-threatening emergency, dial 911 from that device first.
4. Tell everyone on your team
If you are an administrator deploying D Line for your organization, you must inform every user of these limitations. Consider displaying this notice during onboarding.
5. Know your local emergency numbers
In some locations, 911 is not the primary emergency number. Know the correct number for your jurisdiction.
In an Emergency
If you are in immediate danger:
- Use a cellular phone or landline to dial 911 (or your local emergency number).
- If you must use D Line, be prepared to verbally state your exact location to the dispatcher — do not assume they can determine it automatically.
- Stay on the line and follow dispatcher instructions.
